is there a plugin or anything that enables kopete to send sms via icq account?

Feature requests can be checked at bugs.kde.org where they can also be filed. Please do not file a new one if one already exists.

I might pull this in from Pidgin for KDE 4.4. If there is a feature request already associated with icq sms, please let me know what the number is.
