user restart or shutdown

Hi!

I am using FreeBSD 10.0 and KDE 4.11.3 (the problem was the same on 4.11.2):
On the Application Launcher Menu I have just Leave-Log out-Lock-Hibernate and Sleep. In the Application Menu Launcher Settings I marked also Restart and Logout but they don't show.
User is in wheel and operator group and I can restart or shutdown computer from Terminal window. If I start KDE as root it shows everything.

Is UPower / HAL installed on your system?
If they are, can you verify that your ordinary user can interact with them, via D-Bus?
