Is there a setting or rule to make the Top-Most window to always become be the active window when the window-stack is changed?

I've just discovered the title-bar behavior that lets me lower the active window, but the window that is active after lowering is not consistent: If I mouse-wheel on the active window title bar, that window stays active if the portion of the title bar under the mouse is still visible after lowering. But if the titlebar is completely covered by another window after lowering, that new window become active. If I double-click the titlebar to lower the active window, it always stays active even (if covered over completely).

My old, addled brain is always getting confused about which window is active. Since the active window is usually the top one, when that's not the case I end up typing in an inactive window (made worse by two monitors).

Moved to KWin forum so the developers can answer it. I would suggest checking the options in System Settings > Window Behaviour > Window Behaviour however.
