Alt-F to open the File menu with Top-Screen Menubar

In KDE 4.10, how does one activate the File, Edit and other menu items when Top-Screen Menubar is enabled? In all the applications that I have tested (Kate, Konqueror, others), simply pressing Alt-F does not work.

What do you mean by top-screen menubar? The one in the window decoration? In that case it's not currently possible to map it to a keyboard shortcut, as far as I know.

I am referring to the option set here:
System Settings -> Application Appearance -> Style -> Fine Tuning -> Menubar -> Menubar style: Top screen menubar

This option hides the menu bar of applications (the File Edit View .. bar), then in order to see the menu bar the user must move his mouse to the upper edge of the screen. When the user moves his mouse to the upper edge of the screen the menu bar 'drops down' and the menu items can be accessed. However, when KDE is so configured the user cannot press i.e. Alt-F to open the File menu, Alt-E to open the Edit menu, etc.

when the mouse causes the menu bar to drop down does alt+f work?

or is it you want alt+f to initiate the drop down?

No, even when the mouse causes the menu bar to drop down Alt-F still does not activate the File menu (nor do any of the other keyboard shortcuts work).

Correct, the user should not need to use his mouse. That is the whole purpose of having the keyboard shortcut in the first place!
