Border around windows

With the last update I got a small bright frame around active windows. Adopted to the darkish Wonton Soup theme I need getting used to light.
Can it be disabled?

looks like desktop effects are disabled. Amd graphics?

Please provide output of:

It was working before (if windows are expected to have no frames). Graphic is nvidia with proprietary driver (v 325.15).

Reason was the (re)activated glow effect (window decoration > configure > shadow > glow).
