Does kwin come with kubuntu i'm new and really confused how can i use it? thanks

Yes KWin should come with Kubuntu, it's the default window manager. What exactly are you trying to do?

Thanks for reply i'm trying to get wobbly windows to work and other things to fancy it up i was also trying to get compizconfig to work and it doesnt work
