Is it possible for a user to add an operation to the windows operation menu,
activated by Alt-<F3> ? If so, how would one go about that? And can it be done
per-user one way and system-wide another? I'd like to add a "Maximize vertically"
option to the standard Minimize/Maximize options, preferably with a "V" key
shortcut.
