KDE Plasma Doesn't Seem To Run At A Stable 60 FPS

So I switched to KDE Plasma 5 from XFCE a few months ago and absolutely love it! The developers and designers have done an excellent job of making a desktop environment that has the customizability of XFCE but with a more modern look and feel.

So anyways, I am using Kubuntu 19.10, But I recently noticed that according to the "Show FPS" Desktop Effect, my computer is dropping frames when I do simple things like snap a window, open a program, resize a window, or open the app launcher. It rarely seems to drop below 50 FPS, but it is annoying me. For whatever reason, it doesn't seem to drop any frames when I try Kubuntu from the installation media. I am also using the proprietary Nvidia driver.

OS: Kubuntu 19.10
GPU: Gigabyte GTX 970 using the proprietary Nvidia 435 driver
CPU: i5-8500
Motherboard: Gigabyte z390 UD
RAM: 8 GB Corsair Vengeance @2400 MHz
Hard drive: Samsung 970 evo plus
