virtual desktop behavior

What is the expected behavior for virtual desktops? This is the issue I am experiencing. If I have an open browser on Desktop 1 and email open in Desktop 2 with a link in email message. If I click on the link it open in the browser but does not switch to that desktop. I would have expected it to either switch to the desktop with the browser or to launch a new browser instance.
Either way what is the expected behavior in this situation, and are there setting I can set to achieve what I'm looking for?

I noticed the same, and found this post that raised the same problem:

It solved it for me.

Go to System Settings > Window Management > Window Behavior > Focus, and set "focus stealing prevention" to "None".
