Dual monitors windows only open on primary monitor

I have two monitors, I have a panel on both screens. I have [system settings/window behavior/focus "active screen follows mouse"] set. No matter where my mouse cursor is all windows only open on the primary monitor.

As I mentioned I have "active screen follows mouse" set. I have a second panel on the secondary monitor. I expect when my cursor is on the second screen clicking a program on the second panel that it should open the window on the secondary monitor. I've tried different window placement options (on window behavior/advanced/window placement). I do use synergy, but my other KDE computer that also uses synergy, opens windows on the second monitor when the cursor is on that screen.

Since I have the proper GUI setting set, can someone direct me to what config file and what settings might affect kwin opening windows on my secondary monitor?
