Windows open in all activities open on new activities

If I have multiple activities open and a window was open on all activities, they are copied to new activities. This is the case even if I disable and delete all other activities in which they were open and I only have one remaining active activity. How can I prevent this? I'm on KDE 5.24.2, Qt 5.15.2, and X11.

(Backstory: For whatever reason, kwin crashes every so often (every week or two) on my laptops. This has been happening over several years over three different laptops. When it crashes it restarts immediately; I wouldn't even notice except for the fact all my windows from all my programs are suddenly copied across all my activities. I've made some posts over the years asking for ways to force all windows out of or into an activity and there seems to be no easy way to do this. And I cannot even make empty activities in this scenario until I manually move all windows to a single activity because of the issue I describe above, which persists even if I delete all but one activity.)
