Cant reset window for window rule even by restarting Plasma

I have a window rule to simply force 0,0 for a window because it moves every time my monitor turns off.

I'm trying to script applying the KWIn window rules that I have been doing manually in the GUI, but it looks very complicated to run a KWin script:

So I thought Minimizeall button would reset posistions, but remembers and doesnt abide by KWin rules. Even restarting Plasma with `"pkill plasmashell && plasmashell &"` has no effect on applying/resetting window rules. Any suggestions?
