BUG: can't assign Keyboard shortcuts for System Tray entries

possible bug ( refer the gif )
I used to assign shortcuts to the system tray entries like clipboard, wi-fi, bluetooth, volume, etc..
it is neither possible to assign multiple shortcuts nor one at a time,
no shortcut is working except for the volume, which too is not through the shown method but through the system-shortcut-settings,
I tried to assign other shortcuts to the system-shortcut-settings, but on pressing nothing got triggered, somehow volume is working,
tried resetting the ~/.config file but the bug persists in the default panel too.
any help would be appreciated.

Edit: I also see multiple entries in the system-shortcut-settings for widgets like Newtwork, Bluetooth, Clipboard
