You're missing some files Marq, the weird shadow is there as you don't have the shadow texture installed on your system for example.

No idea about wobbly windows though as Gentoo has completely butchered the KDE packages so they don't resemble how we officially packaged them. If you want support you need to get it from the Gentoo community.
