When battery is low level kwin's effects are turning off. When I try to start them i have only black screen (even when i plugged in AC). Alt + shift + f12 get out black screen. But I can't turn on effects... I must relogin.

This sounds like a graphics driver issue. Intrestingly I have the same graphics card and do not experience the issue. Unfortunately openSUSE doesn't tell which version of the Intel driver it is ( from bugreports I know it is the 2008 Q4 release though )

Your system has little older drivers. Maybe it is wrong for me:/ shame;/
