I can't think of any tool that automatically does that for you. Personally, I drag windows around a lot, since I usually work with windows open at around 80% of the screen. Drag by using the title-bar,just as you could in Windows. If you hover over the edge decoration in any window you get a double-ended arrow, which allows you to pull to size. For many jobs that's good enough.
If you want to frequently work with windows in a specific region you can fix where they open, by right-clicking on the title bar and choosing Advanced. Set the geometry and position as you like them, then select Remember. For file management in Dolphin, use the split icon. That automatically opens duplicating the directory you already see, but then the two windows can be used independently. (Dolphin is more complex than it looks, so see http://userbase.kde.org/Tutorials/File_Management.) All useful tools, but none of them quite what you were looking for. Maybe someone else knows a tool that I've missed?

This is currently not possible with KWin, but you can vote for the wish here.
Tiling support is being developed for KWin, but I guess it's not exactly what you want. In KDE SC 4.4 you'll find a "snap tiling" feature similar to Windows 7.

Another option is to hold down the ALT key, then left click+hold anywhere in the window you want to move. You can drag/push it off-screen to the top or left or right, almost completely out of the way.
