One of my favorite features in KDE Software Compilation 4.4 (ugh..) is the Window Grouping feature (I'll just call it "tabbing"). However, as I'm sure most users figured out pretty quick, tabbing must be supported by the KWin decorator theme in order to work. Currently the only them I know of that supports tabbing is the default Oxygen. Are there any others? Will Skulpture and Crystal be implementing this soon?

The tabstrip one supports it as well. As for Skulpture and Crystal, you'd probably be better of asking the authors directly. Crystal seems unlikely though. Unless I've missed something, the KDE4 version hasn't been updated in quite a while.
I _think_ I saw something about aurorae being adopted for tabbing too (but don't quote me on that one...)
