create new windows on-top without focus stealing

Using KDE 4.4.4 on Gentoo 64-bit.

I would like my KDE to be configured to open all new windows initially on-top, but to not take focus. This allows new windows to become visible (not hidden under other windows) without cutting in on my typing.

It seems that the "Focus Stealing" settings above "None" are conflicting with "Keep Above (Force Temporarily)", and preventing this desired behavior.

So, is it possible?
