'Skip switcher' Atom?

KDE 4.5 has window-specific-option named "Skip switcher".

Can this effect be achieved using some proprietary KDE Atom and x11libs?

No, we discussed it when implementing it and decided that this is not a
usecase for an atom and not something an application should control.
