Moving window shorcuts & rules for kickoff ?

Just got back into KDE. I have a couple of problems.

1. The shortcuts for moving a window don't seem to work.

System Settings -> Shortcuts -> Global Shortcuts -> kwin -> Move Window Up / Down /Left / Right

Should I be able to move a window using the keyboard ?

2. How to set window rules for kickoff to stop it closing every time my mouse pointer drifts over the edge of it's window so it goes over a window behind ? This is really annoying and I have tried a number of window rules but can never prevent it from doing this.

Are you using Focus follows Mouse? If so, the closing of Kickoff is valid behaviour.

No it's not invalid behaviour ... (yes I have focus follows mouse set). But using window rules I should be able to make an exception for the launcher , after all this what the window rules are there for. I suspect there is no way round this with the launcher because it does not have a unique window id (it only shows as plasma desktop). So I guess I could put in a bug report and request a unique id for the launcher window.

I'm not sure if technically it is possible for the Kickoff applet to have it's own Window ID, although I do know that it would be possible for Plasma Desktop to continue to have the Kickoff applet still showing even if it did not have focus.
