Window-Specific-Settings question

Does anyone know what the setting or process that controls whether the 'Window-Specific-Settings' or ~/.kde/share/config/kwinrulesrc is used by KDE?

I think the rules are upheld by kwin itself.

Thank you - is there anything I can do as a troubleshooting step to understand why it's not working? As an example, I have two KDE sessions working, one has the rules firing/working correctly the other does not, the kwinrulesrc is identical between them. I was thinking I may have missed a setting or a checkbox somewhere that enables the rules to take effect. If that's not the case I wonder if it's possble to dive deeper to understand why it's not working. The main difference between the working and the not working is that the not working is started by /usr/bin/startkde by a script and the one that is working is started during the boot process.
