Maximise ignores panels when second screen attached

I use a notebook and when at home I attach a second, larger screen. I have a "Default Panel" at the top of the built-in screen (I used the default bottom position for a while but I just can’t work with that!). When the second screen is attached it is above the notebook (and it pretty much has to be that way). And I have a custom panel at the top of that screen.

But this seems to break maximise for windows on the built-in screen - they maximise underneath the panel obscuring the title bar.

Does anyone else have this arrangement and also have this issue? Maybe I am missing a setting. (The troublesome panel is set to "Always visible", and it's fine if it's at the bottom edge.)

Fundamentally ... how does KWin determine the "client area" of the screen for maximising? Can I diagnose this? Maybe Plasma is giving incorrect information.

I assume maximise is a KWin function, but if this is really a Plasma question (because the panels are from Plasma) please move the thread
