The idea is my own response to another my idea:

Often I like to filter files by tags in current directory. It could been great to have tag cloud panel in Dolphin, which list tags of files in current directory.

Someone is working on a simple proof-of-concept file browser that supports that. I think that if it works well enough it will be ultimately ported to Dolphin.
