Tag a file while saving it

It would be cool if the Save As dialog allowed tagging the file being saved. Something like this:

(Note the "Add tags" link in the Information panel in the mockup).

An example use case is tagging a download from rekonq/konqueror, without having to switch to Dolphin.

I heard there exist problems with this project. First, file must exist to add tag to it. Second is program could not save file or there could be other problem (something must incept file creation event and file close event) and there could be other problem. Solution for some of it could be provide temp path by save dialog. When app close file, we save tags and move file to location provided by user.

We could also add ghost file support to kio. Save dialog will create file on location given by user, associate tags, but app which should create/write to file do not see file until it was created.
