I have filenames in utf-8, tags made with EasyTag with all the utf-8 options enabled, but Amarok 1.4beta1 cant get to read it correctly.

The FAQ says it can be a problem with libtag, but i dont know a way to check it out.

By the way here are the tags from the same file as amarok 1.3.8 and 1.4b1 shows:

I have a similar problem in 1.4.b3. The main problem is that some cyrillic titles are even unplayable. - On the screenshot you can see the original filename and what amarok does with it.
