How can I build amaroK SVN in German? If I use the SVN build instructions I always get an English version.

Actually, you are not building for a single language but for "all" (at least all supported ones). Different language files are installed in your system and the right one is chosen on runtime depending on the system language set (e.g. in KDE).
Maybe start looking at the output of "configure", if you miss some of the needed tools for this job.
If this turns out to be fine, check your language settings of your system.
