I use streamripper relay to relay to localhost:8000.  There is no obvious place to put a  url in...? 

Using

Add -> Radiostream -> http://localhost:8000  gives the 'blue fill collapse, and the error:

The connection was refused for the URL:
xine parameters: invalid http answer

Where in the docs does it say how to set up listening to a relay?

The 'RecordRadio' script doesn't work (for me at least), and it's not really a good option for my setup even if it did.
