Most Netbooks (small laptops) have a screen resolution of 1024x600, and the Settings --> Configure Amarok page is locked without a scroll bar at a greater resolution, making 1/3 of the page go outside the screen. Can you make an automatic scroll bar appear on the page and making it show up if the screen size is too small, or if you resize the window smaller? The same functionality as some of the System Setting  pages of KDE?

I assume you are referring to Amarok 1.4.x. In Amarok 2 we have been very aware of this and the config page has been restructured to fit well on small screen sizes.

Additional tip:

You can move any window in KDE by holding down the ALT key and then dragging it with the mouse.
