So I was drawing a hand for my art teacher and suddenly I can't use any of the brushes. So after much confusion and trying not to rage quite I discover that the I am now for some reason in vector Layer I don't remember creating? What is going on?

Maybe you created it accidentally via hotkey or some vector tool.
You can always choose paint layer and delete vector one.
