The smearing/dulling doesn't have anything to do with the outline of the brush, so I think there has to be some setting in that brush to slow it down. We really need the preset, otherwise not much we can do there.

I guess some value isn't set correctly initially.

Just reselecting the preset after reset didn't work for some reason. I simply did a reset and created the brush anew. Now all is fine.
