Currently, translations are easy enough to check on Linux, on Windows we're having a bit of a bug, which is being worked on.

My OS is Windows, so I see many garbage characters, especially in Japanese words. Then, I don't have the skill of programming, but I have a experience of translating the manual of a game in english and HTML. Is it able for me to join the translation, to be specific, to join it's mailing list and exchage e-mails with the translators?

Can you please provide a screenshot of Krita with the garbage characters? It could another issue - such as lack of charset support, rather than missing translations.
