There is no Calligra 2.8 for Windows, and for Linux you'll have to build the latest version yourself -- the source is here: http://download.kde.org/stable/calligra-2.8.5/. Not many, if any, distributions have already packaged it.

Well, we did 2.6 installers for Windows, but then the funding ran out, and it's not like it's fun to build on Windows, so without money coming in, there was no incentive to continue building packages.
