I watched Kritas booth video at SIGGRAPH and have been trying to figure out where I can find the feature that is shown at 1:39. Could anyone help me out by telling me how to set up a brush to do that kind of tile-divided painting?

That's wrap-around mode, it's in 'view' and requires opengl to be enabled.
