In 2.8.3 when I click on the vector path tool there is no option to set the line thickness and colour before drawing the vector path. I keep having to change it after drawing each vector path. The same problem occurs with circle, square, polygon.

The freehand tool does have the option before drawing it to set linetype, thickness and colour.

Am I missing something with the logic of the vector tools setup ?

No, the vector lines are just pretty badly implemented right now. We want to revisit them in the future. (3.0+)
