Is there any way to take something you've sketched and resize it to make it smaller or larger? Not make the canvas a different size, but just the lines I've drawn?

Make a selection around the lines you want scaled or the whole layer.
Then Cntrl+t to activate the scale tool.
If the manipulation handle doesn't appear just click on the canvas.
You can now scale ,move and rotate.
