Resizing tool (ctrl+t) not working?

It doesn't matter whether I make a selection, or select the entire picture, when I try re-sizing an image using (ctrl+t) or selecting the button manually in the left-hand column, the only thing I can do is rotate and move the image. I can't make the images larger or smaller, or re-shape the image at all. Please help; I've been having this problem for over a month now, and despite asking about it previously, no one even directed me to how might go about dealing with this issue. The boxes in the midsections and corners of the resizing tool show up, but do not work.
I'm currently using version 2.8.3 (git c49997b)(x64)
And yes, I've uninstalled and re-installed the program.

Things is, you are the first I have heard with that problem.

However, that stable version is pretty old, 2.8.6/2.8.7 is the latest. See if you can procure that somehow? It may have been fixed in the meantime!

Well, don't I feel stupid. Haha, I didn't even think about whether the version I was using was old or not... Anyway, thank you so much, that cleared the problem up right away! C:
