I am working on a hand rotoscoped film that I began on flash. The lines are smoothed to 10 in Adobe Flash and are vectors. This said, I can't download a trial as I have a mac, but in krater can you.

1. Import vector layers previously created in Adobe flash?
2. Draw smoothed lines that resemble flashes auto smoothing lines?
3. Bring in single frames from a video and rotoscope over them in a timeline?

Flash is such such ****, and I am so excited to move away from that junk if possible, while keeping my previous work.

I don't know about 1, but 2 and 3 are not possible, and Krita is not officially supported on OSX. Sorry.

You might want to google Synfig instead.(dunno if it has osx support, but it's a vector animation tool, so)
