I wish to know how to use the transform tool in succession, so that if I make a rotate and then perspective or warp, it maintains the rotate from earlier. Also what is recursive mode and does it work?

In short, recursive transform work on group layers only and transforms each underlying layer. For the other thing you'll need to use transformation masks. |

Transform masks dont work on selections, only on the entire layer, shall I make bug report ?

No, becasue it's no a bug. Transform masks only work on layers, sorry.
