So somehow I accidently resized the tool options docker to a size where I am
un able to see the options and now I can't get it back to resize. I use a surface pro 3
and I have tried using both the mouse on my key board and the stylus pen but nothing
is working. I also tried to uninstall krita and then reinstall it in hopes that things would
reset but there was no change. What do I do now?

If you look in the top right corner of the toolbar, there will be a workspace icon. If you click on that and choose an option, the dockers will all reset. That should get you going in the right direction.
