So when i try to draw in krita, there is a circle in the middle that is the regular brush, but then there is a larger circle around that one. I cannot start creating a line until the normal cursor begins to touch the larger circle. Have i selected something in settings that does it, is it my tablet?

That's the Delay feature of the stabilizer. Look in the tool options docker, and change it from Stabilizer to Basic Smoothing.
