I just got a HUION H610PRO and I installed all the drivers and I can just click around and drag stuff. But when I try to actually draw something all it does is pan around, even when I select a brush.

You somehow have your primeaction(pressing down) mapped to the middle mouse button instead of the left mouse button. Middle mouse button is mapped to pan. Check your drivers or utility programs if you want to fix this.
