The issue is exactly what the title is but more specifically this:



I cannot draw inside that circle whatever it is which results in a lag between the time i actually drew the line and when i see it and the fact that i can't draw inside the circle affects my precision. I'm completely new to Krita and pretty clueless about the interface.

Check whether you've got the stabilizer enabled.

You turned on the stablizer in the tool options docker. Search for the tool options docker and set the stablizer to basic smoothing.
