What _is_ dds? (Well, the fact that I don't know what it is means that there are no plans, of course...)

DDS stands for Direct Draw Surface. It is a Microsoft DirectX game texture mostly used for cubic environment textures.
GIMP is also free, open source and multi-platform and has a plugin for DDS.
If you prefer to paint in Krita like I do, you can always use GIMP to convert it to other format, and convert it back when the editing is complete.
Native support is always better, but converting in GIMP is not a big issue.
