Is there any way you can make a brush work like in this image:


If you could somehow draw the white glow under the black dot as another layer - you could get the desired effect

Is this achievable with Krita?

You can do that with outer glow layer style. You can find layer styles in the layer menu or if you right click the layer you are on. I hope that helps!
