When I hove over a layer a pop up window with a layer preview comes up. This is very distracting. Can I disable this? Or change the amount of hover time? It pops up before I can even select a layer.

No, you cannot disable this -- unless you dive into the source code and add an option for it that works.

Looks like someone already dived in to the code to do that. there is one option to disable layer preview popup in the "Configure Krita" dialog.

Settings >> Configure Krita >> Display >> mark the checkbox "Hide layer thumbnail popup" ( it's the bottom most checkbox ).
