Where can I define the compression level (e.g. 97%) when saving *.jpg files?

That should pop up by itself when saving. It is in the last tab.

So users have to specify it for every save operation?

There is really no global option for defining the compression level?

I don't want to be bother with such prompts

The last used setting is saved and remembered for the next time the prompt shows up. This is hardly any different to how it works in other programs.
