is there a way for a duplicated layer to wrap around?? .. i swear it used to?? or my laptop is slow maybe??

like im making a grass seamless texture for a video game, i want it to be seamless

i painted some patches of grass in a layer, and i want to duplicate the layer and rotate it and then have it wrap around .. it doesnt seem to .. ?

I think only the move tool can wrap around, but not the results of the transform tool.
