(Krita 4) Doubt on the Pop-up Palette external cursor

Hi. I'm wondering about the purpose of the external ring cursor of the pop-up palette docker (right click on canvas), which seems to rotate the canvas and the layers around different pivot points...

Well, the purpose is to rotate the canvas. I'm not sure that it uses the correct pivot point, though.
