I have different brushes tags twice. I deleted them, but the next time they used Krita, they were back! Why can not I delete it permanently?

I guess it's because you're trying to delete one of the Krita default tags (https://docs.krita.org/Tag_System#Deleting_a_Tag).
That is not allowed and the tag will appear again at next start.
