Other language keep showing up in UI and various places

Krita latest version newly installed x64. Windows 7 x64.

I set Krita language to English and my Windows default language is also English.
Somehow Krita still showing Thai language here and there in quite a few places.
I suppose it's picking up my region setting which is set to Thai.
Is there more settings somewhere I can tell Krita to totally ignore that and just show everything completely in English?

Try to also set the backup language to English. I don' t know why this happens, but other people have reported this as well. But I don't have a localized Windows, so I have no way to test, and nobody who has a localized Windows has tried to debug.
